Zakat A practical approach to boosting the economy

Zakat A practical approach to boosting the economy

Saif Alam SiddiquiBy: Saif Alam Siddiqui

As we have entered the last phase of the Holy month, let us refresh the concept again, Literally, zakat means to grow, it can be used as an alternative approach for capacity building to be more productive, thereby contributing more to the economy.  With around 1.8 billion Muslims globally i.e 24.1% of global demography a properly managed Zakat system will be boon for the entire humanity and the best tools to eliminate poverty.

Besides poverty eradication, Zakat aims to eliminate greediness and encouraging socially oriented behavior, It is expected that the payment of zakat will purify the income of the payer, reconcile the hearts of payer and receiver, satisfy the basic needs of the poor and needy and solving the social problems such as poverty, unemployment, indebtedness and disparity.

Poverty alone cannot be just alleviated by income redistribution only, but it needs to include a  comprehensive approach. Poverty has become an economic, social, and political issue all over the world particularly in third-world nations including many of the Muslim countries.

International organizations like the United Nations and the World Bank are working hard to eradicate poverty with all kinds of activities, programs, services, and policy developments, according to a UN declaration, poverty is defined as: “..denial of choices and opportunities,  a  violation of human dignity.    It means lack of basic capacity to participate effectively in society.    It means not having enough to feed and clothe a  family,  not having a school or clinic to go to; not having the land on which to grow one’s food or a job to earn one’s living, not having access to credit.    It means insecurity,  powerlessness and exclusion of individuals,  households and communities.    It means susceptibility to violence,  and it often implies living on marginal or fragile environments, without access to clean water or sanitation”.

On the other hand, Islam defines poverty based on an individual fails to fulfill any of the five basic human requirements of life i) Religion ii) Physical self iii) Knowledge iv) Dignity and v)  Wealth.  Islam,  being a  religion of balance,  views poverty as social and ideological problems. It is considered a social problem because the effects are felt in the society as a whole. Moreover, it is also an ideological problem as it affects the performance of one’s socio-religious obligation towards the community and Islam, and may even lead to kufr.

Furthermore, a hadith reported that Prophet Muhammad ﷺ has sought Allah’s refuge from poverty.   “O, Allah! I seek refuge with You from laziness and geriatric old age, from all kinds of sins and from being in debt; from the affliction of the Fire and from the punishment of the Fire and from the evil of the affliction of wealth;  and  I  seek refuge with  You from the affliction of poverty,  and  I  seek refuge with  You from the affliction of Al-Messiah Ad-Dajjal. O Allah! Wash away my sins with the water of snow and hail, and cleanse my  heart  from  all  the  sins  as  a  white  garment  is  cleansed  from  the  filth,  and  let  there  be  a  long  distance between me and my sins, as You made East and West far from each other.” (Hadith – Sahih Bukhari)

Consistent with the brotherhood concept in Islam, Muslims were strongly encouraged to look after the poor in their community. History proves that zakat is an effective tool to alleviate poverty as during the period of Umar bin Al  Khattab and Umar bin Abdul Aziz poverty was completely eliminated.  However, with the fall of the Islamic  Empire and increasing  European influence during the colonialism period,  Zakat Institutions have lost their glory.

In general, there are two types of zakat, i) Zakat Al-Fitr zakat on oneself, It is a small amount that all Muslims are obliged to pay during Ramzan. and ii) Zakat Al-Mal or zakat on wealth, it is payable at any time of the year if a person’s annual income exceeds nisab.

Zakat is a concept referring to the redistribution of wealth prescribed by Allah to the deserving categories of people.

The alms are only for the Fuqara’ (the poor), and Al-Masakin (the needy) and those employed to collect (the funds), and to attract the hearts of those who have been inclined (towards Islam), and to free the captives; and for those in debt; and for Allah’s Cause, and for the wayfarer (a traveller who is cut off from everything); a duty imposed by Allah. And Allah is All-Knower, All-Wise.” [Al-Quran 9:60]”

According to this verse, there are eight categories of people who are eligible to receive zakat:

  1. Al-Fuqara (The poor): Fuqara are the people who live below the poverty line and don’t have enough means to live a normal life like others.
  2. Al-Masakin (The needy): Masakin are extremely poor and needy people. These people don’t have any possessions or income.
  3. Zakat collectors: The people or institutions that are authorized to collect and distribute.
  4. Who converted to Islam: Those who are newly converted to Islam are eligible to receive zakat if they are needy.
  5. Freeing captives: Your zakat money can help slaves or illegally detained prisoners in freeing themselves and improve their living standards.
  6. Debtors: Given to pay off debts of someone who cannot repay on his own.
  7. In the path of Allah: These are the people who are fighting for Allah’s cause far away from their homes.
  8. Wayfarer (Travelers): A traveller who is left alone in a foreign land and is in need of money to get back to his destination or to fulfil his objective of travelling.

Although eight categories of beneficiaries have been mentioned in the  Qur’an,  it is not compulsory to divide the zakat fund equally among them.  If all the categories require a similar amount of zakat fund, then it must be divided equally among them. However, if some categories require more zakat than the others, they can be given more money from the fund. It is left to the zakat institutions or agents to distribute the fund to those beneficiaries whose needs are greatest. However, it is generally believed that the main priority of zakat fund must be given to the first two categories; hardcore poor and poor.

In the Indian context, there are no centralized based Zakat institutions, therefore, the idea and vision of zakat are still not fulfilled, the beneficiaries are paid randomly at the individual level, therefore the potential benefits are not fulfilled.

Direct payment of zakat is acceptable especially for non-productive beneficiaries such as the disabled and elderly. On the other hand, zakat should be distributed in the form of capital finance to the poor and needy in order to encourage business activities among beneficiaries. In the long run, it is expected that the productive beneficiaries will be more independent, and able to support themselves and their families, thus escaping from poverty.

The obligation to pay zakat on wealth was received by the Prophet Muhammad ﷺ in 9 Hijri. Under the governance of Prophet Muhammad ﷺ zakat funds were collected and distributed by the appointed zakat collector (Amil), as one of the eligible categories, the Amil was given a portion of the zakat funds. the Amil used to go to the potential zakat payers properly assessed their zakat items and collected the amount due to them. Most of the Amil appointed by the Prophet ﷺ were retained by the first  Caliph  Abu  Bakar (RA) and stressed the importance of zakat payment, He said: “If they withhold giving zakah even a  little rein of a  camel or a  small baby sheep  (that is due on them) I will fight them for it zakat is an obligation on properties. By Allah, I will fight whoever discriminates between prayers and zakat”.

Later, under the reign of the second caliph, Umar bin Al-Khattab (RA), a new method of zakat collections was introduced, Known as  Al’Ashir, He set several checkpoints on major highways,  especially those coming from other countries.  An appointed tax collector was allocated at each checkpoint and zakat was collected from the Muslim traders. On the other hand, the non-Muslim traders were required to pay taxes on imports. And this practice continued throughout the early history of the Islamic government. Besides Al’Ashir, Umar also introduces the concept of Bait-al-Mal or Public Treasury in order to manage the zakat and waqf funds.  It is believed that under the good governance of Umar, there was so much prosperity that often it was hard to find an eligible recipient of zakat.

As witnessed in History,  there is evidence that zakat is effective in eliminating poverty, during the period of Umar bin Al-Khattab 13 to 22 Hijri and Umar bin Abdul  Aziz  99 to 101 Hijri poverty was completely eliminated. During this period zakat money could not be distributed due to the non-existence of poor people. Under the ruling of Umar bin Al-Khattab, the Yemen governor, Mu’adh bin Jabal sent one-third of the zakat collection to Umar bin Al-Khattab. Umar rejected the fund by saying, “I sent you to take from the rich and render it to the poor among them”.  Mu’adh later claimed that he could not find anyone who deserved the zakat money. In the following year, Mu’adh sent half of the zakat collection and a similar conversation took place between them. Later, in the third year, he sent all the zakat collection to Umar and said, find a single person who needs from me anything of the zakat”.

A similar scenario was found during the reign of Umar bin Abdul Aziz (Umayyads government) where an Egypt governor sent him a letter asking him on what to do with the proceeds of zakat funds as no deserving poor and needy was found in Egypt. According to Umar bin Abdul Aziz, the funds then shall be used to, buy slaves and set them free, build rest areas on the highways and help young men and women to get married.  Thus,  it seems that practically, zakat is efficient in combating poverty if being managed properly.

This miracle is also possible in this century too just need to learn from their governance and an honestly managed centralized Zakat institution. InshAllah the time of Umar will come.

Talal Alghannam- Managing Editor at Kuwait News Agency

In the name of Allah, the Gracious, the Merciful

Assalamu alaikum warahmatu allah wabarakatuhu, Im so happy to have been asked by my brother Saif Alam siddiqui of Maeeshat Media Mumbai India to write an article about Ramadan and I hope this would be beneficial as I have included some Arabic texts as well.
The month of Ramadan is a blessed month for many reasons, so we must be sure to take advantage of all of its blessings. It is the month in which the Quran was revealed, in which the devils are chained, sins are forgiven, and good deeds are highly rewarded. There is a night near the end of Ramadan in which good deeds are worth a thousands months of worship.
Allah said:
The month of Ramadan in which was revealed the Quran, a guidance for the people and clear proofs of guidance and criterion. Whoever reaches the month, let him fast during it. Whoever is ill or on a journey, then fast an equal number of other days. Allah intends for you ease and does not intend for you hardship, and he intends for you to complete the period and to glorify Allah for that to which he has guided you, that perhaps you will be grateful. Surat al-Baqarah 2:185
During the month of Ramadan, Satan finds it more difficult to mislead the Muslims. It becomes easier for Muslims to perform good deeds and to ignore evil suggestions and bad thoughts.
Abu Huraira reported: The Messenger of Allah, peace and blessings be upon him, said:
‏إِذَا دَخَلَ شَهْرُ رَمَضَانَ فُتِّحَتْ أَبْوَابُ السَّمَاءِ، وَغُلِّقَتْ أَبْوَابُ جَهَنَّمَ، وَسُلْسِلَتِ الشَّيَاطِين‏
When the month of Ramadan begins, the gates of the heaven are opened and the gates of Hellfire are closed and the devils are chained. Source: Ṣaḥīḥ al-Bukhārī 1800
The month of Ramadan is blessed since Muslims can receive forgiveness for their sins due to their prayers and fasting out of sincere faith. We can have all of our sins forgiven in this month as long as we avoid major sins, as major sins like murder and theft require specific repentance and restoration of the rights of those who were violated.
Abu Huraira reported: The Messenger of Allah, peace and blessings be upon him, said:
الصَّلَوَاتُ الْخَمْسُ وَالْجُمُعَةُ إِلَى الْجُمُعَةِ وَرَمَضَانُ إِلَى رَمَضَانَ مُكَفِّرَاتٌ مَا بَيْنَهُنَّ مَا اجْتُنِبَتْ الْكَبَائِرُ
The five prayers, Friday to Friday, and Ramadan to Ramadan will be expiation for the sins between them, so long as major sins are avoided. Source: Ṣaḥīḥ Muslim 233
In another narration, the Prophet said:
مَنْ صَامَ رَمَضَانَ إِيمَانًا وَاحْتِسَابًا غُفِرَ لَهُ مَا تَقَدَّمَ مِنْ ذَنْبِهِ
Whoever fasts the month of Ramadan due to faith and seeking reward, then all of his previous sins will be forgiven. Source: Ṣaḥīḥ Muslim 760
And in another narration, the Prophet said:
مَنْ قَامَ رَمَضَانَ إِيمَانًا وَاحْتِسَابًا غُفِرَ لَهُ مَا تَقَدَّمَ مِنْ ذَنْبِهِ
Whoever stands in the night prayer during Ramadan due to faith and seeking reward, then all of his previous sins will be forgiven. Source: Ṣaḥīḥ Muslim 759
The month of Ramadan is blessed since the virtue of fasting is magnified, even though it is already a great virtue. Fasting benefits us by improving our devotion, self-control, and compassion for the poor. Fasting for the entire month is meant to instill the practice, philosophy, and values of fasting as a regular habit.
Abu Huraira reported: The Messenger of Allah, peace and blessings be upon him, said:
قَالَ اللَّهُ كُلُّ عَمَلِ ابْنِ آدَمَ لَهُ إِلاَّ الصِّيَامَ فَإِنَّهُ لِي وَأَنَا أَجْزِي بِهِ
Allah said: All the deeds of the children of Adam are for them, except fasting which is for me and I will reward it.
The Prophet said further:
Fasting is a shield. If one of you is fasting, he should avoid intimate relations with his wife and arguments. If somebody fights or argues with him, he should say: I am fasting. By him in whose hand is my soul, the unpleasant smell coming from the mouth of a fasting person is better to Allah than the smell of musk. There are two pleasures for the fasting person, one at the time of breaking his fast and the other when he meets his Lord; then he will be pleased due to his fasting.

Halal Tourism An Introduction and Market potential

Halal Tourism An Introduction and Market potential

Saif Alam siddiqui

Saif Alam siddiqui

By Saif Alam Siddiqui, Maeeshat News: Over the past two decades, Halal has been transformed from an exclusive niche market for Muslim consumers into a dynamic global market phenomenon that shows every indication of playing a significant role in global trade in future years to come, the past decades have also witnessed a tremendous curiosity concerning Islam. Islam is not just a religion but a way of life, its unimaginable for a Muslims to give up their faith for the sake of relaxation, or even slightly loosen up. Muslims are more conscious of their believe whether its Halal food, Islamic banking or now Halal tourism for a Muslim he/she has to follow the permissible ways of Islam at any cost,  in a nutshell Muslim should led a Halal way of life.

Traditionally this trend has been focused mainly in food, in their political and cultural contexts. Now Halal tourism is in trend and is welcomed by world second largest demography. To understand the growth and evolution of the Halal market, it is useful to focus on factors and forces that are evidently driving this market forward. From customer awareness to technological Innovations, the Halal market is continuously being influenced and driven to new levels of evolution.

Observant Muslims typically avoid alcohol and areas where there can be excessive nudity, like beaches and nightclubs. For women who adhere to Islam’s modest dress code, swimming can pose a challenge, that means resorts that offer gender-segregated beaches and pools would be Halal tourist destination.

It is noted that Muslim customers become sensitive to consume products and services which are Shariah compliant moreover, the awareness among Muslim increased to select Halal options for their needs from the options currently offered. Therefore, some non-Muslim destinations such as Japan, Philippines, and Brazil offered Muslim friendly options after analyzing the scenario as it was facing problematic by Muslim travelers.  Recently there was good imitative taken by Chambers of Commerce in Japan and Philippine.  Travel Agencies Association organized seminars to train the tourism industry to satisfy Muslim tourist needs. Moreover, prayer rooms are allocated at major airports and restaurants offer Halal Food.

Halal tourism is a subcategory of tourism which is tailor for Muslim demography the hotels in such destinations do not serve alcohol and have separate swimming pools and spa facilities for men and women. The Halal tourism industry also provides flights where no alcohol or pork products are served, prayer timings are announced, and religious programs are broadcast as part of entertainment offered on board.

As Islam is the fastest growing religion therefore there is a potential for boom in this sector, there is a future market for a Halal startup airline, which could provide Halal food, prayer calls, Qur’an in seat pockets and provide separate sections for male and female travelers, many international hotels do serve Halal food. Some hotels have also employed people from the Muslim world to provide translation services and other assistance that may be needed by tourists from Muslim countries.

It is not just manufactured Halal products or Islamic banking, Services such as Halal holidays are also booming.  Let us analyze some fact figure which will crystal clear the scenario according to MasterCard-Crescent Rating Global Muslim Travel Index (GMTI), Halal tourism was worth USD 145 billion in 2014 and is expected to grow to USD 200 billion by 2020. In Britain alone, Muslim tourists spent 21 billion pounds last year and most were inbound tourists from the Middle East.

Muslim customers are one of the fastest developing market segments and their needs cannot be ignored by destination marketers and tourism operators. According to the Global Islamic Economy report, by Thomson Reuters in collaboration with DinarStandard, the global Muslim travel market was worth USD 140bn in 2014, which represents 11.5% of global expenditure. The same report also predicts that the segment is expected to be worth USD 238bn in 2019 and represent 13% of global expenditure. The tourism industry is increasingly competitive; therefore, innovation is one of the success factors in this huge market.  The rapid growth of the Halal tourism industry not only gives birth to ‘Muslim-friendly’ or Halal friendly hotels, but also of specialized travel agencies which offer Halal holiday packages. Another episode is the emergence of specialized booking services; the largest of these is www.HalalBooking.com, which offers a specialized search and booking service for online customers concerned of Halal and looking for Halal trip or Halal vacations  Furthermore, a number of consultancy firms have appeared which help companies to adapt to Muslim holidays or Halal holidays.

halaltoursIt is expected that Halal tourism industry could be competitive in upcoming years. Destinations, hotels and resorts, airlines, and travel agents are recommended to position itself in Halal tourism market. The initiatives which are taken to make the destination Muslim friendly by some non-Muslim countries may motivate other destinations to be Muslim friendly. It is expected that worldwide global brands in hospitality Industry may address this opportunity. Furthermore, many countries and businesses in Asia Pacific region are expected to increase attention to Halal tourism and may start to take initiatives to be Muslim friendly. In Muslim minority countries such as India, Taiwan, Vietnam, China, and South Korea, Halal tourism is considered a good business opportunity.

One of effective means of accessing the market is to make Halal food widely available in the destination which is considered the high Priority for Muslim tourists. The so-called “Halal tourism” market was once seen as a niche revenue stream, limited to pilgrimages to Mecca only has become the multi-billion dollar-a-year revenue stream. But now there’s a movement in the tourism industry to widen the “Halal tourism” market to cater to Muslim travelers worldwide, particularly those from wealthy Gulf Arab states.

Malaysia, Turkey and many more countries are trying to attract Muslim tourists from all over the world offering facilities in accordance with the religious beliefs of Muslim tourists. Malaysia is aggressively seeking more Muslim tourists, promoting itself as Muslim-friendly Malaysia

Travelers from Saudi Arabia, Kuwait, Qatar, the United Arab Emirates, Bahrain and Oman spend USD 64 billion traveling this year and are expected to spend USD 216 billion by 2030, according to a research. The study found that, on average, a traveler from these countries spends around USD 9,900 per trip outside the Gulf, for Emiratis, the figure reaches upto USD 10,400.

The Doctrine of Parity

The Doctrine of Parity

Saif Alam SiddiquiBy Saif Alam Siddiqui for Maeeshat

It is crystal clear fact that the contemporary economic systems have failed to solve the economic problems of mankind.  So what should be the next? The Islamic economic order presents a ray of hope for the redemption of humanity from the quagmire of economic problems.  The Central aims of Islam is and just social order.  Islam envision a certain type of economic order within the larger socioeconomic environment which performs the desired economic functions and reinforced the purposes of the social order.

Global Islamic Finance

The Qur’an delineates this vision in a number of objectives, principles and criteria which taken together can be called as the economic doctrine of Islam.  This doctrine are not purely of Economics in the sense of what is commonly understood by this term.  These are moral-ethical socioeconomic teachings in the realm of social economics, welfare economics and political economy. Islam’s economic doctrines and methodology is seen squarely within the domain of social economics. Islam views man as the agent of change through the vicegerency task assigned to him and through the accompanying free will given to him.

His task is to cut and mould the factors of nature and the sociocultural environment to serve his and God’s purposes this is the challenge of man which has been called the service of God. All Human, physical and institutional factors in the production consumption and distribution of goods and services must be subject to man’s deliberate individual and social choices.E.g.: consumer performance supply, supply and demand production functions, monetary and fiscal institution and policies, educational institution, job programs social services etc.  Islam provides the direction of conscious choice through its doctrines and value-judgement or ethics while the Islamic economy is the domain where these choices are actualized.

The world order that conforms to the ideals of Islam has the potential to solve most of the problems of the present-day world.  It is the time that the people of the world cast an objective look at what Islam has to offer.
