New Delhi : Union HRD Minister Prakash Javadekar on Thursday said the Modi government was committed to reservation in the faculty positions of universities and that it does not agree with a court order quashing the 50 per cent reservation.
“The University Grants Commission (UGC) was forced to issue a 13-point roster after an Allahabad High Court ruling last year. But we do not agree with the court order,” Javadekar said.
“We have filed two SLPs (special leave petitions). The hearing is scheduled on August 13,” Javadekar told the Rajya Sabha after some members raised the issue during Zero Hour.
He said that the Human Resources Development (HRD) Ministry had already put on hold all interviews for recruitment for teaching positions in universities and colleges which were to be held under the roster pending a decision on the SLPs.
“We are hopeful we will be able to save reservation for Scheduled Castes, Sscheduled Tribes and OBCs. We will neither let it go, nor let others abolish it,” he said.
The issue was raised by Samajwadi Party leader Ram Gopal Yadav. He termed the March 5 UGC roster that kept nine out of every 13 teaching positions as unreserved, giving three to OBCs and one to Scheduled Castes, as a “conspiracy” to deprive the SC, ST and the Other Backward Classes (OBCs) of their due as guaranteed by the Constitution.
Yadav was seconded by senior Congress leaders Ghulam Nabi Azad and P.L Punia besides a number of other members siding with the cause.
The Allahabad high Court had in April last year struck down a UGC circular prescribing institution-wise reservation to fill vacant faculty positions. The Supreme Court too upheld the High Court’s order, prompting the UGC to issue a circular for reserving seats for SC, ST and OBCs department-wise.

New Delhi : The BJP on Monday questioned the intention of Congress President Rahul Gandhi’s letter to Prime Minister Narendra Modi seeking support for the passage of the Women’s Reservation Bill in the Lok Sabha. Raising the women’s quota issue now is nothing but an attempt to divert public attention from his remark that ‘Congress a party of Muslims, the BJP said.
Addressing the media here, Union Minister Prakash Javadekar said: “Why did he raise this issue today? It is an attempt to divert the people’s attention from his remark that the Congress is a party of Muslims…This is the double standards of the Congress.”
Javadekar sought to know from the Congress chief whether he would also ensure the support of parties that were opposed to the bill in the past.
“The Congress has alliances with parties opposed to this bill. Will they come out of the alliance? Will they ask for letters of support from parties opposed to the bill,” Javadekar asked when questioned on Gandhi’s letter to Modi on Monday. However, he did not name the Samajwadi Party or the Rashtriya Janata Dal which had opposed the Bill and are now allies of the Congress in Uttar Pradesh and Bihar.
The BJP leader’s response came soon after Rahul Gandhi wrote to the Prime Minister to seek his support for the passage of the Women’s Reservation Bill in Parliament’s monsoon session. Gandhi said the BJP appears to have had second thoughts on the proposed law even though it was a key promise in its 2014 manifesto.
The Congress leader said the bill, passed by the Rajya Sabha in March 2010 during the UPA II government headed by Manmohan Singh, has been stalled in the Lok Sabha on one pretext or the other.
Gandhi said the bill holds the potential to transform the country’s governance and any further delay will make it impossible to implement it before the 2019 Lok Sabha elections.
The monsoon session will be held from July 18 till August 10.

HRD Minister Prakash Javadekar
New Delhi : The HRD Ministry om Monday released the National Achievement Survey report conducted in November last to assess the level of learning of students of Classes 3, 5 and 8.
The survey was conducted on 2.2 million students from 110,000 schools across India.
Speaking at the report launch, Human Resource Development Minister Prakash Javadekar said the survey results will be used to devise educational plans for school students at all levels.
“The inferences will be used to design classroom interventions meant for all schools in various districts. The findings will help understand the efficiency of the education system.
“The survey results will help guide the education policy, in planning and implementation at the national, state, district and classroom levels for improving learning in children and bringing about qualitative improvements,” Javadekar said.
Emphasising the role of technology in education, he said the government will try to install digital blackboards in all schools in the next five years.
The survey data can be accessed on the MHRD website.
