New Delhi : Over one lakh workers will receive training in 310 highway projects by June 2018 with another 2.5 lakh in other projects by 2019 under the government’s ambitious Bharatmala scheme, Road Transport and Highways Minister Nitin Gadkari said on Friday.
The workers will be trained under six trades — masonry, bar-bending, shuttering, scaffolding, painting and plumbing, said Gadkari during a function where around 300 workers received skill certificates.
To fulfil the requirement of a trained workforce in highway construction, the Ministry had taken an initiative for skill development of workmen in highway construction in projects costing Rs 100 crore and above.
As per the scheme, a dedicated fund of 0.1 per cent of civil construction cost has been allocated for skill development.
“It has been made mandatory for every contractor who is awarded a highways contract to train at least ten persons for every one crore spent on the project,” a government statement said.
Under this scheme, training and assessment fees are paid by the government. “The scheme also has a provision of payment of stipend to the trainees to compensate for wage loss during training period.
“The stipend is directly transferred to the Aadhaar-linked bank account of the trainee without any mediators or commission,” it said.
Gadkari said that it is proposed to train around 3.5 lakh workers under Bharatmala, adding that highways construction work worth Rs 7 lakh crore will be done under Bharatmala Pariyojana.
A total of 4,600 mandays of employment are generated while constructing one lane of one kilometre of a highway stretch. “Thus Bharatmala Pariyojana is expected to generate about 10 crore of mandays,” a statement quoting Gadkari said.
The Minister urged the Skill Development Ministry to design and conduct courses tailored to suit the upcoming requirements of the road transport, shipping, water resources and river development sectors. He said each of these sectors was undergoing massive expansion and transformation.
Gadkari said there was a need to train the youth so that they can take advantage of these newly emerging employment opportunities.

Jammu : As many as 4,956 youths have been selected as Constables in different wings of the Jammu and Kashmir Police, an official said on Sunday.
“Happy to inform that 4,956 candidates selected as Constables in @JmuKmrPolice through a transparent recruitment process,” Director General of Police S.P. Vaid tweeted.
“I congratulate all the selected candidates and their families. The final list can be accessed at jkpolice.gov.in after a few minutes,” he added.
Despite militant attacks on policemen, thousands of educated youths from different districts of the state competed for recruitment.

New Delhi : The Union Cabinet on Friday approved a special scheme for employment generation in the leather and footwear sector entailing expenditure of Rs 2,600 crore over three financial years up to 2019-20.
Briefing reporters here following the meeting, Law and IT Minister Ravi Shankar Prasad said that the special package for the employment generation in the leather and footwear sector is expected to generate around 3.24 lakh jobs in this period.
According to a Commerce Ministry release, the scheme “would lead to development of infrastructure for the leather sector, address environment concerns specific to the leather sector, facilitate additional investments, employment generation and increase in production”.
“Enhanced tax incentive would attract large scale investments in the sector and reform in labour law in view of seasonal nature of the sector will support economies of scale,” it added.
The “Indian Footwear, Leather and Accessories Development Programme” approved by the cabinet is made up of multiple components.
For instance, the human resource development sub-scheme proposes to provide assistance for placement-linked skill training to unemployed persons at Rs 15,000 per person, for skill upgradation training to employed workers at Rs 5,000 per employee and for training of trainers at Rs 2 lakh per person.
“The placement of 75 per cent of trained persons is proposed to be mandatory for availing assistance related to the skill development training component,” the statement said.
“The proposal under this sub-scheme is to train/skill 4.32 lakh unemployed persons, upgrade the skills of 75,000 existing employees and train 150 master trainers during the three years with proposed outlay of Rs 696 crore,” it added.
The Integrated Development of Leather Sector (IDLS) sub-scheme proposes to incentivise investment and manufacturing by providing investment grant or subsidy at 30 per cent of the cost of new plant and machinery to micro, small and medium enterprises (MSMEs) and at 20 per cent of the cost of plant and machinery to other units for modernization in existing units as also for setting up new units.
“The proposal under this sub-scheme is to incentivize 1,000 units in the sector during the three years with proposed outlay of Rs 425 crore,” the Ministry said.
Another component proposes to provide assistance to the Footwear Design and Development Institute (FDDI) for upgradation of some of its existing campuses into centres of excellence and establishing 3 new skill centres.
The Mega Leather, Footwear and Accessories Cluster (MLFAC) sub-scheme aims at providing infrastructure support by setting up clusters.
“Graded assistance is proposed to be provided upto 50 per cent of the eligible project cost, excluding cost of land, with maximum government assistance being limited to Rs 125 crore. The outlay of Rs 360 crore has been proposed to support 3-4 new MLFACs,” the statement added.
Presenting the Union Budget earlier this year, Finance Minister Arun Jaitley had said that a special scheme would be launched to create employment in the leather and footwear sector.

San Francisco : When it comes to jobs in the growing cyber security industry, there is a huge gender crisis, with men holding 87 per cent of the chief information security officer (CISO) roles at Fortune 500 companies, a new report revealed on Monday.
According to the global market research firm Forrester, the CISO role is dominated by men and Fortune 20 companies fare a bit worse, with only two female CISOs within that cohort.
“Calling a discrepancy this large a gender gap is a clear understatement. This is an emergency signal warning us that the cybersecurity industry has major issues welcoming, developing, and promoting female cybersecurity talent,” said Jeff Pollard. Principal Analyst.
“It’s difficult to sympathise with those claiming talent shortage challenges when roughly half of the population is so
underrepresented,” he added.
Among Fortune 500 companies, 45 per cent CISOs have MBAs, demonstrating the growing need for CISOs to understand, speak and think in business terms despite technology backgrounds.
Only 11 per cent of Fortune 500 CISOs list a military background, with only 4 per cent previously employed by law enforcement, the report noted.
“Fortune 500 CISOs have longer tenure than expected at four years, which is plenty of time to strategise, develop plans, execute, and look ahead to the next step in their career path,” it added.
Securing the role of CISO proves to be difficult for longstanding employees.
Nearly 59 per cent of CISOs were external hires with that number jumping to 64 per cent in Fortune 100 companies.
While Fortune 100 companies are reluctant to hire rookie CISOs, Fortune 500 companies are much more interested in individuals who are new to the role, with rookies making up 2/3 of Fortune 500 CISOs.

New Delhi : Over 680 offers were bagged by Indian Institute of Technology (IIT)-Roorkee students in the first week of placement season, including 13 from international companies, a statement from the institute said on Friday.
A total of 681 offers — 286 in core sector and 395 in non-core — came from 168 participating companies during the recruiting exercise which began on December 2, it said in a statement.
“This has been a great start to the placement season. Over 50 per cent students have already got offers within the first week and we expect the same pace in the coming week as well,” N.P. Padhy, Placement In-charge, IIT Roorkee said in the statement.
The premier technology institute said the placements this year so far had increased by 21 per cent from last year’s, when in the first week 562 offers were made.
All international offers came from Microsoft, Webstaff Co. Ltd. and Mercari.
