New Delhi : Asserting India’s fast economic growth is not without generation of jobs, Economic Affairs Secretary Subhash Chandra Garg said the country actually faces shortage of capital more than the scarcity of jobs.
While most Indians have a job and are earning something, the problem is that many of them may be earning lower wages or may not be employed according to their qualifications, he said.
“In fact, we have the constraint that we don’t have as much capital and funds to invest so that we can do more (create more employment). The government has invested Rs 3.5 lakh crore in capital expenditure. If we have more funds, we can invest more,” Garg told IANS in an interview.
He said generating jobs relates to economic activity, which is producing goods and services, and the surest ways to generate employment is to make the economy grow and ensure the government takes up more programs of investment in the country.
“The government has carried out innumerable programmes of investment in the rural areas whether it is the ‘Prime Minister’s Awas Yojana’ where crores of houses are being constructed or large programmes of roads in rural areas and National Highway. Every house results into employment generation. There is a large programme for expanding the LPG connections and fuel delivery. All of them have the potential of generating jobs,” he said.
India is at a developing stage and there is lot of developmental work to do like construction of roads, houses and infratsructural facilities.
“It can provide a lot of demand for many, many years to come,” he said while referring to the demand for workers in the construction industry.
The construction labourer or the mistry, too, has got skills to get employed in any kind of construction work and get a job.
“If the economic activity continues, these jobs will remain. We are scratching just the surface. We need to create thousands of cities. The city infratsructure is nowhere,” Garg added.
The Secretary said India has had the highest economic growth in the last four-five years and the growth was accompanied with job generation.
Rejecting the criticism that India was experiencing jobless growth, Garg said it would only be true if the corporate profits were increasing very high compared to the proportion available to the workers. And, the growth in corporate profits was very normal, he said.
“It’s difficult to come across people who are literally unemployed. It may be a case of lower wages, more than the case of unemployment. Raising economic activity through the private sector and via government expenditure should give boost employment,” he said.

Kolkata : West Bengal Chief Minister Mamata Banerjee on Friday accused the BJP-led Central government of deliberately not releasing funds for various Central schemes and said Rs 2,500 crore under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) scheme was due to the state.
Accusing the Centre of a “step-motherly attitude” towards the state, Banerjee claimed that people of rural Bengal are not able to withdraw money under the scheme due to lack of bank branches in certain places.
“Some people did not get the money under the MNREGA scheme because the Centre has not provided the money. It is not their money, it is the money of the common people.
“Around 2,500 crore is due in the state under the MNREGA scheme. We have decided to provide the money from the state fund to save people from their agony,” Banerjee said at an event in South 24 Parganas district’s Sundarban area.
“There are many places in Bengal where people are not getting the money of MNREGA because there are no banks even today after so many years of independence,” she alleged.
Pointing out that both the state and Central governments are elected through a democratic process, the Trinamool Congress supremo said it is the duty of the Centre to help out the states, not to stop their funds or stoke unrest.
Referring to the Gangasagar Mela in West Bengal, a famous Hindu festival where thousands of devotees gather to take a holy dip in the confluence of the Ganges, the Chief Minister said the Centre neither provides any funds nor takes any initiative to improve the facilities there.
“The Centre provides huge funds to the Kumbh Mela but they do not care about the Gangasagar Mela. We do not need their money. Go and see the development done by the state government in that region. All the facilities are now available,” she claimed.

Hyderabad : From farm loan waiver up to Rs 2 lakh to unemployment allowance and from doubling security pensions to free cows, laptops and bicycles, major political parties in debt-ridden Telangana are promising the moon to the voters.
The main contenders of power have made a whole lot of promises like one lakh jobs in first year, hiking retirement age of government employees from 58 years to 61 years, financial assistance for the marriage of poor girls and grants for women self-help groups.
India’s youngest state may be under a huge burden of public debts but this has not deterred the ruling Telangana Rashtra Samithi (TRS), the Congress-led People’s Front and Bharatiya Janata Party (BJP) from promising all sorts of freebies to voters for December 7 elections to the Telangana Assembly.
Chief Minister K. Chandrashekhar Rao told the Assembly in March that the state’s debts stood at Rs 1.42 lakh crore. The opposition parties, however, claimed during the poll campaign that this was Rs 2.5 lakh crore.
The TRS, which was already under fire from the opposition for not fulfilling most of the promises made in 2014, was the last party to release its manifesto. KCR released the document at an election rally in Hyderabad on Sunday.
KCR has been claiming that Telangana is number one in the country in terms of welfare. The TRS government claims to be spending a whopping Rs 40,000 crore annually on social welfare pensions and other welfare schemes.
The government is spending Rs 13,000 crore a year on pensions alone but with all the main parties promising to hike the pension amount, it is estimated that the allocation will have to be doubled.
The parties have vied with each other in promising the sops to the farm sector. If TRS promised farm loan waiver up to Rs 1 lakh, both the Congress and BJP promised loan waiver up to Rs 2 lakh.
The ruling party also assured that financial assistance to farmers as input subsidy under ‘Rythu Bandhu’ scheme will be increased from Rs 8,000 per acre per year to Rs 10,000.
The Congress promised Market Intervention Fund of Rs 5,000 crore and minimum guaranteed prices for 17 major crops.
The BJP has promised free bore-well or well or pump set for each farmer. BJP’s promises also include distribution of one lakh cows annually during festivals, free laptops for all students pursuing under-graduate courses and free cycles to all girl-students from class 7 to 10.
In addition to creation of one lakh jobs in the first year, the Congress promised unemployment allowance of Rs 3,000 per month to jobless youth. The TRS assured that every unemployed youth will get a dole of Rs 3,016 per month while the BJP promised unemployed stipend of Rs 3,116.
The Congress promised financial assistance of Rs 1,50,116 for the marriage of poor girls against Rs 100,116 being provided by the TRS government under ‘Kalyan Lakshmi’ scheme. The BJP said each girl will get Rs 1 lakh cash and one tola of gold at the time of marriage.
The Congress said that all Women Self-Help Groups (SHGs) will be given a grant of Rs 1 lakh each. Each SHG will be permitted to get a bank loan of Rs 10 lakh, for which the interest will be paid by the government.
The BJP declared interest free loans of Rs 5 lakh to women SHGs. They will also get free smart phones.
The Congress has pledged free treatment up to Rs 5 Lakh for all diseases under ‘Araogyasri’. A 20-30 bed hospital will be built in each ‘mandal’ (block).
The BJP assured Rs 5 crore health insurance cover for all under Ayushman Bharat Yojna and generic medicines in all mandals.
The TRS promised that double bed-room housing scheme for poor will continue and those who own plots will be provided financial assistance of Rs 5-6 lakh to build the house.
The Congress also promised Rs 5 lakh assistance. The BJP promised houses for all eligible people by 2022 and till then, the government would give Rs 5,000 rent every month.

Gurugram : Samsung India is planning to hire over 300 engineers from the Indian Institutes of Technology (IIT) this placement season to strengthen its Research and Development (R&D) operations in the country, a company spokesperson said on Tuesday.
Company officials from three R&D centres located in Bengaluru, Delhi and Noida, will visit the IITs at Delhi, Kanpur, Mumbai, Chennai, Kharagpur, Guwahati, Varanasi and Roorkie starting December 1.
The R&D centres will also hire engineers from the newer IITs at Hyderabad, Dhanbad, Ropar, Indore, Gandhinagar, Patna, Bhubaneswar, Mandi and Jodhpur.
“Our R&D centres are focusing on cutting edge technologies, developing innovations for the Indian market as well as for the globe. We will continue to add engineers for research and development in these areas and further our commitment to making a strong research base in India,” said Sameer Wadhawan, Head, Human Resources, Samsung India.
Samsung has offered over 200 Pre-Placement Offers (PPOs) to students at the IITs this year.
“There’s a tactical shift that we have made to spot talent early and offer PPOs. This year, we had a slightly longer internship period so that students can spend more time in the company, giving them opportunity to interact with the leaders and managers.
“This helps us select bright talents amongst them,” said Wadhawan.
Apart from the IITs, Samsung will also be hiring from other top engineering colleges such as BITS Pilani, IIITs, NITs, Delhi Technological University, Manipal Institute of Technology and IISc Bangalore.
Between the IITs and other engineering colleges, Samsung will hire close to 1,000 engineers. In all it has offered 350 PPOs this year.

Bengaluru : Software major Infosys on Thursday said it will be creating 1,200 jobs and opening three innovation hubs in Australia by 2020 to reduce digital skills gap.
“We are creating 1,200 new skilled jobs for graduates and professionals and opening three innovation hubs by 2020 to accelerate digital leadership for our clients in Australia,” said the city-based IT behemoth in a statement here.
To meet Australia’s growing demand for digital expertise, the $11-billion Indian firm also formed an education ecosystem for providing learning opportunities.
“Of the 1,200 jobs, 40 per cent will be Australian university graduates from computer science and design. Academic partnerships will be strengthened to attract top graduate talent and ramp up skill building in the country,” the statement said.
