New Delhi : The cabinet has approved the setting up of the National Commission for Indian System of Medicine (NCIM) Bill, 2018 that provides for conducting overall education of traditional medicine system of Ayurveda, Unani, Siddha and Sowa-Rigpa- commonly known as Tibetan system of medicine, it was announced on Friday.
The cabinet has also approved the National Commission for Homoeopathy (NCH) Bill, 2018, that proposes setting up a new panel entrusted with conducting overall education of Homoeopathy.
Informing the cabinet’s Thursday decisions, Union Law Minister Ravi Shankar Prasad said the new Bill on Indian system of medicines also proposes conducting a common entrance exam for practitioners and an eligibility test for teachers.
“We are committed to enhancing the quality of Indian system medicines. It is equally important to have value addition in terms of quality, eligibility and a system which produces quality practitioners and teachers,” said Prasad giving details of the new bills.
The NCIM Bill, seeks to replace the existing regulator Central Council for Indian Medicine (CCIM) with a new body to ensure transparency.
The draft Bill provides for the constitution of a National Commission with four autonomous boards entrusted with conducting overall education of Ayurveda, under Board of Ayurveda and Unani, Siddha and Sowa-Rigpa under Board of Unani, Siddha and Sowa-Rigpa.
It also proposes a common entrance exam and an exit exam, which all graduates will have to clear to get practicing licenses. Further, a teacher’s eligibility test has been proposed to assess the standard of teachers before appointment and promotions.
The draft bill is aimed at bringing reforms in the medical education of Indian medicine sector in lines with the National Medical Commission proposed for setting up for the allopathy system of medicine.
The National Commission for Homeopathy, Bill, seeks to replace the existing regulator Central Council for Homeopathy (CCH) with a new body to ensure transparency.
The draft bill provides for constitution of a National Commission with three autonomous boards entrusted with conducting overall education of Homeopathy.
The three boards are — Homoeopathy Education Board, the Board of Assessment and Rating to assess and grant permission to educational institutions of Homoeopathy and Board of Ethics and Registration of Practitioners of Homoeopathy to maintain a national register and ethical issues relating to practice are under the National Commission for Homeopathy.
The proposed law also provides a common entrance exam and an exit exam which all graduates will have to clear to get practice licences. Further, a teacher’s eligibility test has been proposed to assess the standard of teachers before appointment and promotions.

New Delhi : The Muslim Women (Protection of Rights on Marriage) Bill, 2018, commonly known as the Triple Talaq Bill, was introduced in the Lok Sabha on Monday despite opposition from the Congress and amid protests over the Rafale controversy.
Union Law Minister Ravi Shankar Prasad introduced the bill amid ruckus created by opposition members including the Congress, AIADMK and TDP over various demands.
Soon after the House reassembled at noon after the first adjournment, the Congress, the AIADMK and TDP members trooped near the Speaker’s podium and started sloganeering.
The Congress members were demanding a Joint Parliamentary Committee (JPC) probe into the Rafale jet fighter deal with France while the AIADMK members wanted Karnataka to take back its proposal to construct a dam across the Cauvery river at Mekadatu.
The TDP members raised several issues related to special status to Andhra Pradesh.
Amid the din, Minister Prasad sought permission from the Chair to introduce the bill.
Congress member Shashi Tharoor opposed the bill claiming it was targeted at a particular religion and hence unconstitutional.
“The bill was based on the ground of a specific religion and it was violation of sections 14 and 21 of the Constitution. This is a misconceived bill,” he said.
His objections were rejected by Prasad.
“The bill was brought in as per the direction of the Supreme Court to protect the rights of Muslim women. Several Muslim women suffered due to instant talaq. This bill is in the nation’s interest and constitutional. The objection is baseless,” Prasad said and then introduced the bill.
The government could not pass the bill in Rajya Sabha during the previous monsoon session.
Later it issued an ordinance on September 19 in making Triple Talaq a criminal offence.

New Delhi : While the government is in the process of devising institutional measures to protect consumers’ personal data, an advocacy group has written to Union Law Minister Ravi Shankar Prasad against the limited scope of the legislation in work, which, it said, will “harm the overall globalization of the economy” in the long run.
Consumer VOICE on Sunday said that though the move may seem right in the short run, it eventually will prove to be detrimental to the economy.
The government had earlier this year brought out the draft of data protection bill, an effort towards defining the legal boundaries of the use of personal data and bringing the matter under legislature.
“The bill in its current form will drastically hinder such progress and negatively impact consumer interests in garnering benefits of these global technological innovations, access to global best practices and options, economies of scale, knowledge base and opportunities,” the advocacy group said in its letter to Prasad, who is also the Minister of Electronics and Information Technology.
The bill, if passed in its present form, may even cause to wipe out nearly one per cent of the Gross Domestic Production (GDP) of the country, the letter said.
“An international report has quantified harm to Indian economy and states that the potential impact on India’s GDP may be -0.8 per cent, domestic investments -1.4 per cent and the loss per worker may be equivalent to 11 per cent of the average monthly salary,” it read.
The letter said that restrictions on cross-border flow of data will have “far reaching negative consequences”, as will the data localisation, which will deny the citizens the access of “innovative offerings”.

New Delhi : The Union Cabinet on Wednesday approved the provision of 70 lakh scholarships to students from the minority communities under its pre-matric, post-matric and merit-cum-means based schemes till the year 2020.
Union Minister of Law and Justice Ravi Shankar Prasad told a media conference that under the three schemes, the government provided 60 lakh scholarships to students of this category during 2017-18.
“To meet the next target of 70 lakh scholarships, the total expenditure is going to be Rs 5,338.32 crore,” he said.
The Minister also said that technology is being used in transferring scholarships directly to the accounts of the beneficiaries to avoid duplication and other problems.
