NEW DELHI – The PM-CARES Fund received Rs 3,076 crore in just five days between March 27 and March 31, reports NDTV quoting an audit statement made public by the government. Of this, only Rs 39.67 lakh was foreign contribution. The rest, Rs 3,075.85 crore came from domestic sources. The statement says PM-CARES had an initial corpus of ₹ 2.25 lakh and the fund has also received an interest of around ₹ 35 lakh.
But the government has not revealed the names of the domestic or foreign donors. The audit statement, uploaded on the PM-CARES fund website, is silent about the “accompanying notes 1 to 6”.
This has prompted former Finance Minister and senior congress leader P. Chidambaram to question government’s motive. Through a number of Tweets on Wednesday he has wanted to know as to why the names of “these generous donors” have not been revealed. “Why? Every other NGO or Trust is obliged to reveal the names of donors contributing more than a threshold amount. Why is the PM CARES FUND exempt from this obligation,” he asked. One of his Tweets reads:
PM-CARES or the Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund was set up by Prime Minister Narendra Modi in March to “deal with emergency or distress situations like the coronavirus pandemic”. It is managed by a trust with PM Modi as its chairperson and senior cabinet members as trustees.
Last month, the Supreme Court had said that the money collected under the PM-CARES Fund for the coronavirus pandemic need not be transferred to the National Disaster Response Fund (NDRF). It said that the funds collected by the PM-CARES Fund are those of charitable trusts and “entirely different”. The government is free to transfer money to the disaster response fund if it feels it is appropriate to do so, the top court said.
NDTV also reports that in June its request to the Prime Minister’s Office (PMO) was rejected. The television channel had through an RTI application had sought details of the PM-CARES Fund, including the trust deed. The PMO had said that the “Fund is not a public authority under RTI Act”.
But the audit statement has been signed by PMO officials on behalf of PM-CARES.
Shrikar K Pardeshi, Joint Secretary in the PMO, has signed the audit statement on behalf of PM-CARES Fund as “Secretary” while Gujarat cadre IAS Officer Hardik Shah, the Private Secretary to PM Modi, has signed the statement as Deputy Secretary of the Fund.

New Delhi : Central Educational Board of Jamaat-e-Islami Hind has proposed various suggestions to the HRD Minister for the smooth running of educational institutions and the education system across the country, during the unprecedented time of pandemic.
In a letter to Union HRD Minister Dr Ramesh Pokhriyal, Chairman of the Jamaat’s Central Educational Board Mr. Nusrat Ali has proposed various suggestions after extensive deliberation on the issue by experts to overcome negative impact of COVID-19 epidemic on the education system in India.
Jamaat’s Educational Board has demanded that the government should aid private school teachers from PM CARES Fund or any other relevant scheme. The Board further demanded, “Provident Fund (PF) department/EPFO should give an interest-free loan to the teachers of private schools for three years. The government should offer interest-free loans to small private schools as it has formulated a scheme on the lines of MSME loan.”
The chairman of the Jamaat’s board, in a letter, has suggested the government to evolve a system for home schooling, which has to be regulated and facilitated.
The Jamaat’s board has also demanded that all the State governments in coordination with the Union government should develop an online teaching system. “Online content should be developed by the respective governments. The government should telecast the content on Doordarshan / TV channels and it shall be available online. Those students who do not have a smartphone, the Government should provide them with limited data facility,” it added.
The Jamaat’s board has recommended to allocate 60% of the Corporate Social Responsibility (CSR) fund to Educational Institutions and Education System in this pandemic situation. “The CSR fund which is being used for development purposes may also be allocated to Educational Institutions and Education System across the country with a ceiling of 60% in this pandemic situation,” it added.

Hamdard Institute of Medical Sciences and Research
NEW DELHI — The Hakim Abdul Hamid Centenary Hospital in Delhi has started free antigen test for coronavirus disease (COVID-19) with some 200 people tested in the past four days.
The 470-bed, state-of-the-art hospital funded by the Hamdard National Foundation has started free COVID-19 antigen testing for all its faculty, staff and patients as well as that of Hamdard Institute of Medical Sciences and Research located at Jamia Hamdard.
The Foundation has earlier donated Rs 1 crore each to the PM-CARES Fund and Delhi CM Fund to fight the pandemic.
“In wake of the on-going COVID-19 crisis, Hamdard Laboratories (India), Medicine Division has donated a total sum of ₹ 2 crores, to be released through the medium of the Foundation–₹ 1 crore to the PM CARES Fund and ₹ 1 crore to the Delhi Chief Minister’s Relief Fund,” said Foundation chairman Abdul Majeed.
On March 28 this year, Prime Minister Narendra Modi had appealed to people to donate to the newly-formed PM-CARES Fund. Just three days later, on April 1, Hamdard Foundation announced its support to the fund.
Majeed had then said in a statement: “We are grateful to each and every person who is risking his/her own safety to ensure the safety of the entire nation. We assure you that Hamdard Laboratories (India)-Medicine Division is united with the government and all public health foundations in this fight against COVID-19 and we believe that together we will get over this crisis soon.”
According to him, Hamdard National Foundation , set up in 1964 and staffed by eminent scholars, educationists, doctors and social workers, is an NGO dedicated towards nation building through allocation of the profits earned by Hamdard Laboratories for social cause.
