New Delhi : Union cabinet has given its nod to 10 per cent quota for poor among the general categories in Jammu and Kashmir and also approved the provision for SC/ST reservation in promotion in government jobs in the state.
Minister of State in PMO Jitendra Singh said since Jammu and Kashmir is under the President’s Rule, the Cabinet on Tuesday in its meeting took these decisions.
Talking to reporters here at his official residence, Singh thanked Prime Minister Narendra Modi and said it will help a certain section of society which belongs to lower economic strata and will benefit equally Jammu and Kashmir like other states.
He said the government had introduced the provision of reservation in promotion for Scheduled Castes and Scheduled Tribes.
“That too has been approved for Jammu and Kashmir,” he said.
“It will enable Jammu and Kashmir to be beneficiaries of the same public welfare measures for the benefit of the weaker sections that PM Modi initiated for the rest of the country,” he said.
Hailing the decision Singh said that these decisions show the Prime Minister’s extremely sensitive concern for the state.
“In the last 65 years, no earlier government had ever taken an initiative on these lines and even now these decisions have come forth in the interest of the state because of the Modi Government being at the helm at the Centre,” he said.
The Union Cabinet had in January this year took the decision to provide for 10 per cent quota for people belonging to ‘unreserved categories’, including Christians and Muslims, in jobs and education with an annual income limit of Rs 8 lakh and land-holding ceiling of about five acres, highly-placed sources said.
A Constitution Amendment bill for the purpose was recently passed by the Parliament.

Jammu : In response to the overall improvement in the law and order situation in the Jammu district on Wednesday, authorities have decided to extend the curfew relaxation till 1 p.m., which was initially only till 11 a.m.
Ramesh Kumar, District Magistrate (DM), Jammu, issued an order saying that the relaxation that began at 8 a.m., will continue till 1 p.m.
The DM’s order however, said all wine shops and bars will remain closed in the district during this period.
On Tuesday, the curfew, which was imposed on February 15, was relaxed in few parts of the Jammu city in three phases. No untoward incident was reported.
All educational institutes remained shut and examinations scheduled for the day were postponed.
New exam dates would be announced later, the authorities said.
Mobile Internet services were suspended for the sixth day.
The curfew was imposed after miscreants torched vehicles and damaged several others carrying number plates of the Kashmir Valley in protest against the February 14 terror attack in Pulwama that killed 40 CRPF troopers.
Tensions mounted in Jammu city as hundreds of Kashmiris living here felt unsafe after the selective targeting by miscreants.
“Things are returning to normal. Miscreants trying to disturb harmony among different sections of the society are being booked and will be dealt with accordingly,” the police said.

Jammu : The Jammu-Srinagar highway that was restored for one-way traffic has already allowed over 1,400 vehicles to cross the Jawahar Tunnel and reach the Kashmir Valley, a traffic official said on Wednesday.
The strategic highway was restored for one-way traffic on Tuesday after seven days following avalanches and lanslides.
Since Tuesday afternoon some 700 trucks carrying petroleum products, vegetables, poultry, mutton and other essentials crossed the Jawahar Tunnel to reach the valley
“Today also, we will be allowing the stranded traffic to move on the highway to decongest the road,” said the traffic official.
The severed link to the landlocked valley had caused serious shortages of essentials of life. Authorities were forced to order rationing of petroleum products.

Srinagar : A separatist-called shutdown on Saturday in the Kashmir Valley to mark the sixth death anniversary of Parliament-attack mastermind Afzal Guru, has paralysed life across the region.
Afzal Guru was executed in Delhi’s Tihar Jail on this day in 2013.
While calling for the shutdown, the Joint Resistance Leadership (JRL), a separatist conglomerate headed by Syed Ali Geelani, Mirwaiz Umer Farooq and Muhammad Yasin Malik, has reiterated their demand for handing over Afzal Guru’s mortal remains to the family.
After the execution, Afzal Guru’s body was buried within the precincts of the jail. He is survived by his wife, Tabassum and 18-year old son, Ghalib, who live in Tarzoo village near north Kashmir’s Sopore town.
Authorities placed Mirwaiz Umer Farooq under house arrest on Friday at his residence on the outskirts of Srinagar.
Markets, public transportations and other business establishments remained closed in Srinagar and other major cities and towns of the valley.
Authorities made heavy deployments of police and paramilitary forces at law and order sensitive places in Srinagar, Sopore, Baramulla, but n o restrictions were imposed on public movement anywhere in the valley.

Srinagar : Prime Minister Narendra Modi said on Sunday that his dream was to see students from foreign countries coming to India for higher studies.
Answering a question on educational standards in India, Modi said: “My dream is that instead of our students going to other countries for higher studies, students from all over the world must come here to study.”
During his visit to Jammu and Kashmir on Sunday, Modi answered queries from students across the country after connecting with them digitally.
Over one lakh students from various states were digitally connected with Modi while over 2.5 crore others were able to connect with this interaction through social media.
On the digital revolution, Modi said: “Humankind has advanced over centuries but due to innovation and technological intervention during the last 40 years, we have taken a quantum jump.
“Digital revolution has changed our lives drastically. Time will come when perhaps coaching and classrooms could also become obsolete.”
Can India become a poverty free country?
“If India decides to rid itself of poverty, there is no power that can keep us poor,” he said.
“We are the fastest growing economy. Empowerment of the middle class is taking place at a fast pace and this is helping many amongst us to get rid of poverty.
“In 2014, rural sanitation was 35 per cent and today it is 98 per cent. We must take a firm resolve to get rid of poverty and it can only happen by empowerment of the poor.”
On linking education and tourism in Odisha, he said: “The first requirement of tourism is to take pride in our tourist places.
“Unless we pride ourselves on our tourist potential, we cannot fully explore its potential. During my visit to the US, I was shown a 400-year-old landmark in Pennsylvania. In our country, we can boast of thousands of years old landmarks.
“Homestay is popular throughout the world. We need to promote this in a big way to help our tourism.”
